Overview

The applicant is proposing a 12,200 sq. ft. medical office building on approximately 5.1 acres at the southwest corner of Deerwood Avenue and Cty Rd CB. 

Findings of Fact

1.       This proposal is consistent with the Commercial designation in the Town of Menasha Comprehensive Plan.

 

2.       Building facades are proposed to be faced with stone and brick.  The applicant has submitted photos detailing the proposed façade.  Architectural elevations, floor plans, material samples, and color samples shall be submitted to the Community Development Department for approval and shall meet WCTZC 17.13-A in its entirety.

 

3.       The building meets the required setback per WCTZC Chapter 17.13-A (6)(d)(1)-(4).

Staff Recommendation                            

Staff recommends approval of this B-4 Town Conditional Use Permit with the following conditions:

·         An internal landscaped pedestrian connection shall be made from the building to the 10’-wide asphalt pedestrian trail along Cty Rd CB.

·         Detailed Site Plan – A detailed site plan meeting the requirements of the Town of Menasha Site Plan Review Ordinance & WCTZC Chapter 17.13-A shall be submitted.

·         The proposal must meet WCTZC Chapter 17.13-B in its entirety including the following:

Architecture

a.   Elevations -- All architectural facades shall meet WCTZC 17.13-A (6)(i)(2)(a).  Building facades are proposed to be faced with stone and brick.  The applicant has submitted photos detailing the proposed façade.  Architectural elevations, floor plans, material samples, and color samples shall be submitted to the Community Development Department for approval and shall meet WCTZC 17.13-A in its entirety. 

b.   Setbacks – The building meets the required setback per WCTZC Chapter 17.13-A (6)(d)(1)-(4).

Landscaping and Screening

c.    Landscaping – A landscaping plan shall be submitted by the applicant that meets or exceeds the standards of the Town of Menasha Municipal Code Chapter 29 and WCTZC Chapter 17.13-A. 

d.   Refuse Storage – The dumpster enclosure shall meet WCTZC Chapter 17.13-A (6)(g)(2).

e.   Services – Air conditioning, gas and electric units shall be identified and screened.

f.     Fences – No fences are proposed.  All fences require separate application and review. 

g.   Roof Mounted Equipment – No roof mounted equipment is identified.  Applicant shall identify RMEs if any exist and provide detail on how they will be screened.

h.   Open Space – The applicant shall meet WCTZC 17.13-A (6)(a). 

i.     FAR (Building Floor to Site Area Ratio) – The applicant shall meet the requirement for FAR per WCTZC 17.13-A (6)(b) and submit information to determine the FAR on the site.

j.     Outside Storage – No outside storage is identified by the applicant, nor shall outside storage be allowed.  All business, servicing, processing, and storage shall be conducted within completely enclosed buildings per WCTZC 17.13-B (9)(f).

Traffic and Access

k.    Parking – Parking shall meet the requirements of WCTZC 17.26 and 17.13-A (3)(d)(1). 

l.     Access – The driveway curb cuts shall require an excavation permit and escrow.  All improvements shall meet the Town of Menasha Standard Specifications for Storm Sewer and Street Construction. 

Lighting

m. Lighting – All fixtures including exterior building fixtures are required to be direct cut-off fixtures.  Lighting requirements shall meet WCTZC 17.13-A (3)(b)(1)-(5).

Stormwater and Erosion Control

n.   Stormwater and Erosion Control – A Stormwater and Erosion Control Plan has not been submitted.  The submitted Stormwater and Erosion Control Plan shall meet WCTZC 17.13-A (5)(g) and Town of Menasha Municipal Code Chapter 31 in its entirety. 

General

o.   Signs – Any proposed signs require separate application and review. 

p.   Accessory Structures – No accessory structures are proposed. Any future accessory structures will require a new Town CUP.

q.   Radio and Television Antennas – No antennas are shown on the site plan. 

r.     Satellite Dishes – No satellite dishes are shown on the plan.   

s.   Noxious uses - Uses that are offensive due to odor, smoke, fumes, dust, noise, vibration, radioactive emissions, pollution, or excessive danger of fire or explosion shall not be allowed, per WCTZC 17.13-B(9)(a).

Fire Protection

t.   Fire Protection – The applicant shall meet all requirements of Town Ordinances on Fire Projection and all other applicable fire codes.

Utilities

u. Utilities – The location of all utilities shall be submitted by the applicant.  Applicant shall meet all requirements of the Town Utility District ordinances and regulations.
