The applicant is requesting a zoning change from A-2 (General Farming) to M-2 (Heavy Industrial) for the approximately 19.3 acres of property east of 6925 County Road BB. 


The Future Land Use Map identifies this area for industrial use.  The recent changes to the Future Land Use Map were properly advertised and public input was obtained prior to changing the future land use map in this area to industrial.  This area of the Town has been recently added into the sewer service area therefore facilitating new development.  The Town has determined through appropriate analysis that this area should be industrial. This property is in close proximity to the Outagamie County Airport and is adjacent to County BB. 


A property owner and his attorney has contacted the Town expressing concerns about noise and the visual impacts of the anticipated future industrial use on the site.  This property is located on the northeast corner of the property proposed for rezoning.  Staff has explained that enhanced landscaping and berming can be required during the Site Plan Review process to minimize the impacts. The Site Plan Review process can also be used to address the location of driveways, parking and building location to further minimize the impact of this new development. 

Findings of Fact

·         Staff finds that this rezoning complies with the Town of Menasha’s Chapter 30 Comprehensive Plan Future Land Use Map and Winnebago County Town/County Zoning Ordinance M-2 district requirements for lot size.

·         Staff further finds that the Town has adequate ordinances to address and minimize any potential impact of this development on adjacent residential development.

Staff Recommendation                            

Staff recommends approval of this rezoning.
