RE:          Agenda Item 1 – Conditional Use Permit – 2225 & 2235 Northern Road

Overview

The applicant is requesting a Conditional Use Permit for 2225 & 2235 Northern Road (Parcel No. 008-0101-03) to operate a utility in an M-2 (Heavy Industrial) district.  The project is being developed for the demonstration and manufacturing of renewable energies, including wind turbines, a steam co-generation system, a bio-mass (human waste) digester/processor, a wood chip steam boiler, bladeless steam turbine generators, a bicycle electric generator and the use of hi-tech photovoltaic (PV) solar cells.  The surrounding zoning/uses are M-2. 

 

The applicant is proposing the construction of 36 wind turbines, each 120’ high, and 8’ tip to tip, being banded together pointing slightly inward for safety reasons.  The applicant also states that the proposed use will not have adverse effects on the surrounding properties, and will meet all federal, state and local requirements.       

 

This proposal could be a unique opportunity for the Town.  Development of alternative energy and improved methods of energy production have world-wide significance.  The location proposed for these demonstration projects subject to the conditions stated below will not negatively impact any surrounding land uses.  The visibility of this location will also help to create interest in alternative energy.

Findings of Fact

·         Staff finds that this Conditional Use Permit complies with the Town of Menasha’s Chapter 30 Comprehensive Plan and Winnebago County Town/County Zoning Ordinance.

Staff Recommendation                            

Staff recommends approval of this Conditional Use Permit with the following conditions:

·         Any offensive odor that may occur as a result of the development/manufacturing of renewable energies, such as the bio-mass digester/processor, shall be contained within the property.

·         On site parking shall be required for tours/demonstrational purposes.

·         All equipment/projects constructed outdoors shall be screened from view.

·         All waste and/or trash receptacles on the premise shall be screened from view. 

·         All new construction shall comply with the Airport height limits.

·         All initiated projects must meet the requirements of the WCTCZO Chapter 17.03, Industrial Conditional Uses. 

·         Detailed Site Plan – A detailed site plan meeting the requirements of the Town of Menasha Site Plan Review Ordinance & the Winnebago County Town/County Zoning Ordinance shall be submitted to the Community Development.

·         The project(s) shall comply with all federal, state, and local regulations.
