The Town Clerk is the custodian of all records of the town pertaining to Town Board of Supervisors'

matters and other legal records required by law to be maintained and kept by the Clerk. Any person may

Records may be inspected between 8:00 a.m. and 4:00 p.m. in the Clerk’s office, however, written requests for photocopies, tapes, documents, disks, etc., must be filled out on a Record Request form provided by the Clerk’s office, or on the requestor’s stationery.

The Water Superintendent is responsible for the operation of three water treatment plants, storage facilities and 119 miles of water distribution system to provide safe drinking water to all customers throughout the Town of Menasha Utility District.  In co-operation with the Wastewater Superintendent, the Water Superintendent over-sees all new construction, from planning stage to finish, assuring compliance to all State, Federal, local, and environmental guidelines. The Superintendent carefully plans all relay projects in the District, as well as updating equipment to keep abreast of technology.  All questions pertaining to water in this District may be directed to the Superintendent at the Utility Office.

UTILITY DISTRICT:  WASTEWATER DEPARTMENT

The Wastewater Superintendent is responsible for over 100 miles of sewage collection system including operation and maintenance of nine lift stations. Superintendent also instituted and carefully monitors the Industrial Surcharge Program, requiring District industries to regulate what they discharge to the sanitary sewer system. A televising program was instituted in 2000 to assist in maintenance and relay projects.  In co-ordination with the Water Superintendent, the Wastewater Superintendent oversees all phases of new construction, assuring compliance with State, Federal, local, and environmental guidelines. All questions pertaining to wastewater operation may be directed to the Superintendent at the Utility District Office.

The Town Planning Commission normally holds meetings the third Wednesday of each month, commencing at 5:00 p.m.  A yearly schedule is adopted by the Planning Commission and is available through the Community Development Department and the Town Website.

The Community Development Director is Secretary to the Town Planning Commission who is responsible for all statutory/legal matters pertaining to town planning function, including among other things, recommendations to the Town Board of Supervisors for or against plat approvals, zoning, rezoning, layout of streets, and recommendations on matters referred to the Town Planning Commission by the Town Board of Supervisors.

The Park Commission normally holds meetings on the second Wednesday of the month, except for May through September when meetings are held twice a month on the second and fourth Wednesday commencing at 7:00 pm.  A yearly schedule has been adopted and is available on the Town website.

The Park Commission and the Director of Parks and Recreation are responsible for most administrative and clerical matters pertaining to the Parks and Recreation Department.

COMMUNITY CENTER:  The Recreation Supervisor is responsible for all recreational programs and activities, and Community Center operations.

TOWN BOARD OF SUPERVISORS:  The Town Board is composed of an elected Chairperson and four elected Supervisors.  The names of the holders of each of these elected offices are on file with the Town Clerk.  Phone: 720-7103

 

Meeting Date:  The Town Board of Supervisors normally meets twice each month as a regular board on the second and fourth Monday, commencing at 6:00 p.m.  A yearly schedule is adopted by the Town Board and is on file with the Town Clerk and posted on the Town Website.  See the 2003 Meeting Schedule attached.

                                                     GENERAL

 

 

Any information given orally, or in writing by Town officials, may be subject to errors or omission, and shall not be a binding liability upon the Town of Menasha.  In accordance with Chapter 19, Wisconsin Statutes, each person (requestor) is entitled to examine public records of any office of the Town of Menasha.

 

The Town Board of Supervisors shall review this policy every three years, unless substantial changes to the public records law require immediate attention.  The Town Clerk or Deputy Town Clerk are authorized to amend the policy from time to time to update names and offices, or other data that will not dramatically change the intent or purpose.

 

 

COST FOR REQUESTS OF INFORMATION:

 

 

Photocopies. The Town shall collect from the requester actual costs for photocopying is $.25 cents per copy, plus mailing and research costs, if applicable, at $25.00 per hour, or a fraction thereof.  Visual inspections of public records during normal office hours are at no expense; however, an appointment may be deemed necessary.

 

 

Cassette Tape Recording Reproductions. The cost for the reproduction of a cassette tape recording is $10.00 per tape, plus mailing and research costs at $25.00 per hour.

 

 

Computer Runs. The cost of a computer run is the same cost as the copying fee, which is $.25 cents per photocopy, plus mailing and research charges at $25.00 per hour, if applicable.

 

 

Computer Disk. The cost for downloading information to a computer disk is $10.00 per disk, plus mailing and research costs at $25.00 per hour.  However, if data conversion is necessary, the requester shall pay labor costs incurred at $25.00 each additional hour, or a fraction of that additional hour.

 

 

Microfilm Reproductions. The cost of a microfilm reproduction will be paid by the requester, plus mailing and research costs to locate and produce the record.

 

 

Research Costs. All requests requiring research (i.e. when records are not readily accessible or research time is necessary to compile records), shall be assessed a research fee a minimum of $25.00 per request for the first hour or any portion of that hour.  A research cost of $25.00 per hour shall be charged for each additional hour or fraction of that additional hour required to comply with the request.  Any request that is expected to exceed $25.00 must be paid in advance.  All requests for detailed information or archived records must be put in writing to establish complete clarification.
