Minutes

 

1.    CALL TO ORDER, PLEDGE OF ALLEGIANCE

Town Chair Arden Tews called meeting to order at 6:00 p.m. and led the Pledge of Allegiance.

2.    AWARDS/PRESENTATIONS - None  

 

3.   PUBLIC FORUM–NON-AGENDIZED TOWN RELATED MATTERS (Limited to Ten Minutes – Non-Repetitive Matters)

       Pursuant to WI State Statutes 19.83(2) and 19.84(2), the public may present matters; however, they cannot

         be discussed or acted upon until specific notice of the subject matter of the proposed action can be given.

 

4.    DISCUSSION ITEMS:  

       a)    TRAIN NOISE:  Stroebe Island residents Steve Bunnow, Marian Bunnow & Tom Rigden stated that Canadian National has been parking engines & cars for days at a time on Butte des Morts Bch Rd. causing house rattling, vibrations & unpleasant odors.  They further stated safety concerns and other pollutants.  Mr. Bunnow then went directly to the C.N. office to complain.  C. N. did move the trains several blocks down however, the noise is now bothering other residents.  Chairman Tews stated he also made several phone calls to C.N.  Supv. Handevidt stated he has been dealing with the railroad for a number of years and explained the rail lines do not need permits as other businesses and have a great deal of authority.  Supv. Schroeder requested staff to send a letter to C.N. telling of these serious concerns.  Mr. Rigden also had concerns of the trains blocking the crossings for too long of a time.  Clerk Krueger requested staff also ask what the timeframe would be for C.N. to repair the tracks at the Prospect Ave. crossing.

 

b)    VIDEOTAPING OF BOARD MEETINGS:  Info. Systems Specialist Tim Plagenz presented three options regarding the proposed video taping of board meetings. (See Attached)  Supv. Handevidt recommended a trial/test period to see what the better option would be.

6.     NEW BUSINESS

       a)      050110-1: Application for Community Foundation Grant

       MOTION: Sauer/Jurgensen to adopt to approve as submitted.  Motion carried.

 

       b)     050110-2: Appoint Election Inspectors for 2005 Term

       MOTION: Jurgensen/Sauer to adopt to approve as submitted.  Motion carried.

 

 

       c)    050110-3: Establish Polling Places for the 2005 Elections

       MOTION: Handevidt/Schroeder to adopt to approve as submitted.  Motion carried.

 

       d)   050110-4: Expenditures

       MOTION: Handevidt/Sauer to adopt to approve with the exception of (none) as submitted.  Motion carried.

 

       e)    050110-5: Contract Renewal Employee Assistance Program

       MOTION: Handevidt/Sauer to adopt to approve as submitted.  Motion carried.

       f)     050110-6: Bid Award – Street Department ½-Ton Pick up Truck

       MOTION: Sauer/Handevidt to adopt to approve as submitted.  Motion carried.

 

       g)                                                                      050110-7: Authorize Purchase of Police Vehicles

       MOTION:  Handevidt/Schroeder to adopt to approve with the word “white” in the last whereas. 

      

       MOTION:  Schroeder/Handevidt to amend inserting “to hold a contest with the students at Spring Rd. School to design and decide the logo graphics for the squad cars”.  On roll call, motion carried unanimously. 

      

       Regarding the main motion, (that includes the word “white”) on roll call, motion failed with Supvs. Schroeder & Handevidt voting AYE & Supvs. Sauer, Jurgensen & Chairman Tews voting NAY.

      

       Regarding the original motion as amended, on roll call, motion carried unanimously.

      

       Chief McCants requested the board members also consider St. Mary’s Central and will bring a resolution before the board regarding this addition to the resolution.

 

       h)                                                                      050110-8: Authorize Purchase of Holiday Decorations

              MOTION: Jurgensen/Handevidt to adopt to approve as submitted. 

       After discussion, Motion: Jurgensen/Handevidt to POSTPONE FOR CONSIDERATION at the next town board meeting.  Motion carried unanimously.

 

7.   ORDINANCES/POLICIES/AGREEMENTS

       a)    041220-1:ORD Amend Chapter 9, Section 9.01(3)(f) of the Town of Menasha Municipal Code Relating to Publication Fees-Second Reading and Adoption

       MOTION: Handevidt/Sauer to waive the Second Reading and Adopt the ordinance as submitted.  Motion carried.

 

       b)    050110-2:ORD  Amend & Repeal All Ordinances of the Municipal Code of the Town of Menasha as to All New, Amending and Repealing Ordinances Adopted in the Year 2005, All Years Preceding 2004 & All Ordinances Adopted, Amended or Repealed to Date-First Reading         

       MOTION: Handevidt/Schroeder to accept the First Reading as submitted.  Motion carried.

 

8.    PERSONNEL

a)    050110-1:APPT Paid-on-Call Firefighter

MOTION: Handevidt/Schroeder to accept the appointment as submitted.  Motion carried.

 

 

 

 

9.     APPROVAL OF MINUTES

        a)     Regular Town Board Meeting – December 20, 2004

        MOTION: Handevidt/Sauer to approve the minutes as submitted.  Motion carried.

 

10.  CORRESPONDENCE- NONE

 

11.  REPORTS

        Chairman Tews – Snow Removal:  Chairman Tews complimented St. Supt. Randy Gallow and his         staff stating they did a great job removing snow, salting and follow-up cleaning.
