  1. CALL TO ORDER, PLEDGE OF ALLEGIANCE AND ROLL CALL

President Arden Tews called the Regular Meeting of Utility District Commissioners to order at 4:45 p.m. and led the Pledge of Allegiance.

Deputy Clerk Mary Heiting noted the roll as follows:

A. Presentation 4:50 the PAR Group

Greg Kuehn from the PAR Group made his presentation about the Par Group's procedure and staffing focusing.

Sharon Morien continued how the study would be for the Utility District, Finance and Administrative positions. They proposed starting the project in summer due to other commitments of the staff.

IV. OLD BUSINESS

A. 000313-1:UD Award Contract - Job Classification/Compensation - Staffing Level Study

MOTION: Commissioner Sprague, second Commissioner Krueger to adopt the resolution and awards the Job Classification/Compensation/Staffing Level Study to DMG Maximus. Motion carried unanimously, with Commissioner Jurgensen excused.

V. NEW BUSINESS

A. 000327-1:UD Expenditures

MOTION:Commissioner Sprague, second Commissioner Krueger to adopt the resolution and approve the expenditures with the exception of (none). Motion carried unanimously, with Commissioner Jurgensen excused.

VI. ORDINANCES

A. 000228-1:ORD Creating Chapter 2 of the Town of Menasha Utility District Code of Ordinances - Special Assessments - ADOPTION

MOTION: Commissioner Sprague, second Commissioner Krueger to refer this reading to the April 10, 2000 Utility District Meeting. Motion carried unanimously, with Commissioner Jurgensen excused.

B. 000313-1:ORD Creating Chapter 3 of the Town of Menasha Utility District Code of Ordinances - Inspection Fees - SECOND READING

MOTION: Commissioner Sprague, second Commissioner Krueger to adopt this reading of Creating Chapter 3 of the Utility District Code or Ordinances - Inspections Fees. Motion carried unanimously.

a) Waverly Sanitary District/NMSC Capacity Issue - Gary Rosenbeck

Mr. Rosenbeck, McMahon Engineering reviewed the letter received from Mr. Randall Much, Manager of the Neenah Menasha Sewerage Commission. There was an interest in a purchase or allocation of additional capacity in the regional interceptor. This interest would be for the proposed expansion of the Waverly Sanitary District Sewer Service area.

Much discussion ensued.

It was the consensus of the Utility District Commission that the additional capacities in the interceptor remain reserved for the Utility District future use only.

C. Water Superintendent

a) Glenview Water District Service Proposal

Jeff Roth, Utility District Water Superintendent stated that we should submit a proposal to the Town of Neenah. This proposal will service the existing approximately 20 Town of Neenah residents on the current Glenview Water District well. If the Town of Neenah did not want to enter into an agreement at this time, the Town of Neenah residents affected would be notified of this upcoming change.

Bob Vitas, Town Administrator stated that it was his understanding that the Town of Neenah wanted the Town of Menasha Utility District to serve all of the Sanitary District #3 residents. They may use the Glenview area residents as a negotiating point.

Jeff Roth stated he would prepare a letter to the Town of Neenah residents and will be preparing a list and the answers shortly.
