About The Clerk


 

The Town of Menasha Clerk’s office is a multi-faceted office providing many services to the townspeople and town staff.  A municipal clerk must be a well-trained scribe, well educated and highly organized.  The clerk transcribes posts, distributes and preserves all minutes and agendas of Town Board, Utility District, and various committee meetings.  These minutes must be accurate and ready for approval at the next regular town board meeting.

 

The clerk is also in charge of all elections.  Many months of careful preparation are needed to conduct a smooth and precise election.  The clerk also trains poll workers, orders ballots (based on previous elections and ballot issues) registers new voters, and informs the public, in a cost-conscience manner, of candidates and voting locations for the townspeople.  Maintenance and testing of electronic voting equipment is also extremely important.

 

The clerk is also responsible for the issuing and regulating of all licenses and permits including liquor, beer, bartenders, cigarettes, entertainment, bowling, mobile homes, transient merchants, auctions, etc.  Document preparation for publication, legal documentation and preservation is a time-consuming but necessary process for this huge annual project.

 

The clerk is also responsible for all notification of annexation issues and special assessment projects with proper publications and certified letters to property owners along with legal publications for all town departments.

 

The clerk is also in charge of bid letting including complying with publication requirements, providing bid specifications, attending bid openings and recording attendance and bids.

 

The clerk also administers oaths of office, serves as a member of the Board of Review, secretary to the Utility District and prepares all required reports in accordance with WI Statues, attends weekly staff meetings, maintains and updates the town’s municipal code book and many other miscellaneous reports.

 

The town clerk is Karen Tweedie and the deputy clerk position is vacant.
