TOWN BOARD OF SUPERVISORS REGULAR MEETING

Municipal Complex - Assembly Room - Monday, September 8, 2003

 

MINUTES

 

1)        CALL TO ORDER, PLEDGE OF ALLEGIANCE

Town Chair Arden Tews called the Regular Meeting of the Town Board of Supervisors to order at 6:00 p.m. and led the Pledge of Allegiance.

2)        AWARDS / PRESENTATIONS

a)         Employer Committee for the Support of the Guard and Reserve Award

Municipal Judge, Len Kachinsky presented an award to the Town Board of Menasha for being a Patriotic Employer.  (Pls. See Attached)

 

b)       Recognition for Assisting at the Lao-Hmong Festival

A plaque was presented to the   Town Police Department for their continued assistance at the Lao-Hmong festival held August 30 & 31 at the Tri County Ice Arena (Pls. See Attached)

                                               

3)        PUBLIC FORUM – Non-Agendized Town Related Matters

Resident Paul Dahms, owner of Saturday at the Movies video store in Gateway Square inquired as to what happened to the August start date of construction by Consolidated Const. Co. that was reported in the Post-Crescent last month.  Comm. Dev. Dir. George Dearborn stated the project was progressing.

 

Resident Harold Delrow, complained of water problems occurring behind his house on 1431 Manitowoc Rd.   St. Supt. Randy Gallow, Supv. Barb Hanson and Admin. Archambo have been trying to convince C/Menasha to resolve and improve this situation.  The city has cleaned out one drainage ditch however, Supt. Gallow stated another needs to be cleaned out.  He is trying to work with the city in a joint effort to resolve these problems.  Chairman Tews asked for a report back to the town board on October 13.

MOTION: Sauer/Jurgensen to adopt to approve as submitted.  Motion carried.

j)          030908-10: Authorizing the Approval of Intergovernmental Agreement with Winnebago County for Local Storm Water and Erosion Control

k)       030908-11: Authorization of Phase I Environmental Assessment - Moseng Property

MOTION: Hanson/Jurgensen to adopt to approve as submitted.  Motion carried.

 

l)          030908-12: Request Waiver of 66-Foot Right-of-Way Requirements in Meadow Heights Subdivision

MOTION: Sauer/Hanson to approve the minutes as submitted.  Motion carried.

a)         Fire Line – Monthly Activity Report – July 2003

MOTION: Sauer/Hanson to accept the correspondence for filing as submitted.  Motion carried.

 

11)      REPORTS

a)       Town Administrator James Archambo 1) notified the town board of an upcoming Urban Town’s Committee Workshop on Sat., Sept. 13 and encouraged at least one board member to attend; 2) due to the WTA convention, the town board meetings in October need to be moved to October 13  & 27.  He will prepare a resolution for the Sept. 23 for board approval.   3)  handed out new Budget Schedules for the upcoming Budget Hearings. (Pls. See Attached)    

 

b)        Town Attorney Greg Curtis – not in attendance   

c)         Town Clerk Jeanne Krueger    

d)        Town Board

¨      Barbara Hanson, Supv. #1:  will be assisting the town’s booth at the Business Expo.

 along with Assoc. Planner Diana Kanter tomorrow.   

    

e)         Town Chairman Arden Tews  1)complaints of weeds and thistles in Schildt Park/ Weather  Wood Drive; 2) complimented Police Chief McCants and his staff for the wonderful funeral arrangements given Lieut. Tony Bovee who passed away recently from a courageous battle with cancer.   

 

f)          Other Town Officials

Comm. Dev. Dir, George Dearborn: reported 127 single-family home permits issued thus far.

 

Police Chief Rod McCants:  1) thanked Town employees and the town board for the support shown to Lt. Tony Bovee and his family;  2) Chief McCants also wanted to publicly thank the C/Appleton Police Department stating he and his staff would not have been able to do all the extras to honor Lt. Bovee; 3) presented Lt. Jane Coe’s resignation of retirement letter; 4) updated board members on filling staff positions.

 

Street Supt. Randy Gallow:  1) update on American Dr.; 2) Irish Rd. railroad update.

 

Dep. Fire Chief Susan Phillips: 1) received quotes back for the rescue vehicle; 2) announced Open House at Fire Station #41 on Sat., Sept. 20 from 1:00-4:00
