RE:          Agenda Item 4: Rezoning – Martenson & Eisele (Jacobsen Rd.)

The applicant is requesting to rezone the subject property from A-2 (General Farming) to R-5 (Planned Residential) for a proposed single-family condominium project. The surrounding zoning is: A-2 to the east, P-1 (Institutional & Recreation Park) to the west; R-2 (Single-Family)/A-2 to the south. Also, a navigable stream and wetlands abut the property to the east. These natural features pose some limitations on developable area for the property but the R-5 zoning does allow for some tools, such as zero lot lines, which can offset these limitations. This type of proposal meets the intent of smart growth development.

Property owners within 300 ft. have been notified of rezoning request. If the rezoning is recommended for approval, then the applicant will need a Conditional Use Permit, which is the next agenda item. The details of the CUP are specified in that memo.

Staff Recommendation

Staff recommends approval of the Rezoning as it conforms to the Town’s Adopted Comprehensive Plan. The approval of this rezoning also requires approval of a conditional use permit.
